മുല്ലപ്പെരിയാര്‍ ഭൂഗര്‍ഭ ടണല്‍ ഷട്ടര്‍ തുറന്നു – ജലനിരപ്പ് 141.85 അടി

കുമളി: മുല്ലപ്പെരിയാര്‍ അണക്കെട്ടിലെ ജലനിരപ്പ് 142 അടിയിലെത്തിയതോടെ തേക്കടിയില്‍നിന്ന് തമിഴ്നാട്ടിലേക്ക് വെള്ളം കൊണ്ടുപോകുന്ന ഭൂഗര്‍ഭ ടണലിന്റെ ഷട്ടര്‍ തുറന്നു. വെള്ളിയാഴ്ച പുലര്‍ച്ചെ രണ്ടിനാണ് ജലനിരപ്പ് 142 അടിയിലെത്തിയത്. ഇതിനെ തുടര്‍ന്ന് 1400 ഘനയടി വെള്ളമാണ് വൈഗ അണക്കെട്ടിലേക്ക് ഒഴുക്കിയത്. ജലനിരപ്പ് കാര്യമായി കുറയാത്ത സാഹചര്യത്തില്‍ പിന്നീട് തമിഴ്നാട് എടുക്കുന്ന വെള്ളത്തിന്റെ അളവ് 1916 ഘനയടിയായി വര്‍ധിപ്പിക്കുകയായിരുന്നു. വെള്ളിയാഴ്ച വൈകിട്ടോടെ ജലനിരപ്പ് 141. 85 അടിയായി കുറഞ്ഞു. അണക്കെട്ടിലേക്ക് സെക്കന്‍ഡില്‍ 1100 ഘനയടി വെള്ളം ഒഴുകിയെത്തുന്നുണ്ട്. രാവിലെ ഇത് 1400 ആയിരുന്നു. വൃഷ്ടി പ്രദേശങ്ങളില്‍ മഴ കുറഞ്ഞിട്ടുണ്ട്. ജലനിരപ്പ് 142 അടിയില്‍ കൂടിയാല്‍ സുപ്രീംകോടതി വിധിയുടെ ലംഘനമാകുമെന്നതിനാലാണ് തമിഴ്നാട് വെള്ളമെടുക്കുന്നതിന്റെ അളവ് കൂട്ടിയത്. തേക്കടി ഷട്ടര്‍ തുറക്കുന്നതിന് മുന്നോടിയായി തമിഴ്നാടിന്റെ റോസാപ്പൂക്കണ്ടത്തിന് സമീപമുള്ള ഫോര്‍ബേ ഡാമിലുണ്ടായിരുന്ന 20,000 ഘനയടി വെള്ളം വ്യാഴാഴ്ച രാത്രി വൈഗയിലേക്ക് തുറന്ന് വിട്ടിരുന്നു. ദിവസങ്ങളായി അണക്കെട്ടില്‍നിന്ന് 147 ഘനയടി വീതം വെള്ളമാണ് തമിഴ്നാട് കൊണ്ടുപോയത്. വ്യാഴാഴ്ച രാവിലെ പത്തോടെ വെള്ളമെടുപ്പ് പൂര്‍ണമായും നിര്‍ത്തിയശേഷം ഷട്ടര്‍ അടച്ചു. 16 മണിക്കൂറിന് ശേഷമാണ് വീണ്ടും വെള്ളം എടുക്കാന്‍ തുടങ്ങിയത്. ഫോര്‍ബേ ഡാമില്‍ എത്തിക്കുന്ന വെള്ളം ലോവര്‍ക്യാമ്പിലെ നാല് പെന്‍സ്റ്റോക്ക് വഴി സെക്കന്‍ഡില്‍ 1600 ഘനയടിയും ഇറച്ചല്‍ പാലം വഴി 500 ഘനയടിയും കൊണ്ടുപോകാന്‍ കഴിയും. നിലവില്‍ കൊണ്ടുപോകുന്ന വെള്ളം ഉപയോഗിച്ച് 140 മെഗാവാട്ട് വൈദ്യുതിയും തമിഴ്നാട് ഉല്‍പ്പാദിപ്പിക്കുന്നുണ്ട്.അണക്കെട്ടിലേക്ക് ഒഴുകിയെത്തുന്ന വെള്ളത്തിന്റെ അളവ് 2100 ഘനയടി പിന്നിട്ടാല്‍ മുല്ലപ്പെരിയാറില്‍ പ്രധാന അണക്കെട്ടിനോട് ചേര്‍ന്നുള്ള 13 സ്പില്‍വേ ഷട്ടറുകളും തമിഴ്നാടിന് തുറക്കേണ്ടി വരും. കനത്ത തോതിലുള്ള മഴയ്ക്ക് സാധ്യതയുള്ളതിനാല്‍ പെരിയാര്‍ നദിയിലൂടെ വന്‍തോതില്‍ വെള്ളമൊഴുക്കുന്നത് തീരവാസികള്‍ക്ക് ഭീഷണിയാകും. 2006 നവംബര്‍ 22ന് മുല്ലപ്പെരിയാര്‍ അണക്കെട്ടില്‍ ജലനിരപ്പ് ഉയര്‍ന്നതിനെ തുടര്‍ന്ന് തമിഴ്നാട് ഇറച്ചല്‍പാലം വഴി വന്‍തോതില്‍ വെള്ളം തുറന്ന് വിട്ടു. തുടര്‍ന്ന് കൊട്ടാരക്കര-ദിണ്ഡുഗല്‍ ദേശീയപാത ഒരു കിലോമീറ്ററോളം തകര്‍ന്നു. ഈ സമയം വൈഗ അണക്കെട്ടും നിറഞ്ഞൊഴുകയും സമീപത്തെ ചെക്ഡാം തകര്‍ന്ന് വന്‍ നാശം വിതയ്ക്കുകയും പതിനായിക്കണക്കിന് ഏക്കര്‍ പ്രദേശത്തെ നെല്‍കൃഷി നശിക്കുകയും ചെയ്തിരുന്നു. വന്‍ പ്രളയത്തെ തുടര്‍ന്ന് തമിഴ്നാട് തേക്കടി കനാല്‍ ഷട്ടര്‍ അടച്ചു. ഇതോടെ മുല്ലപ്പെരിയാര്‍ ജലനിരപ്പ് 138.3 അടിയിലെത്തുകയും ചെയ്തു. ഇതേ സാഹചര്യങ്ങള്‍ വീണ്ടും ഉണ്ടാകാനുള്ള സാധ്യത നിലനില്‍ക്കെയാണ് തമിഴ്നാട് ദീര്‍ഘവീക്ഷണമില്ലാത്ത നടപടി സ്വീകരിക്കുന്നത്. -
